Start services before the slot opens.
Is your waiver waitlist measured in years? Are families calling to ask what's available in the meantime? Here's a way to give them a real solution: live classes every weekday and a 600-lesson on-demand library, starting now, at a low flat cost per person. Paid for with RHTP funds your state already holds.
$50B
in Rural Health Transformation funds are in state hands now, with unusual flexibility
Sept 30
Budget Period 1 closes. Unspent funds get redistributed.
600+
on-demand classes plus live sessions every weekday, ready on day one
Flat
per-person pricing. No capital costs, nothing to build or staff.
01 · The proposal
People on your list are waiting years for a slot and receiving nothing in the meantime. We want to change the second part: give everyone on the list access to Kibu while they wait — daily live classes with real coaches, plus an on-demand library of life skills, fitness, and job readiness lessons. Not a replacement for the waiver. A bridge to it, at a low flat per-person subscription.
02 · Why RHTP funds fit
These dollars can't duplicate services another payer covers, and people on the waitlist aren't receiving covered services; that's what makes them the waitlist. Reaching rural residents through technology is a stated program priority. And the clock matters: whatever isn't spent by September 30, 2026 gets redistributed to states that spent theirs.
03 · Get started
Forward this page to your RHTP team; it's written for that. One meeting can confirm whether it fits your state's approved plan. If it does, we'll put real numbers on a starting cohort while Budget Period 1 is still open.
This doesn't shorten the wait. It changes what the wait costs the people on it.
Here's what they'd get on day one.
What day one looks like
Enrollment is a login, not a waiver amendment.
The on-demand library holds 600+ recorded lessons covering the skills people on a waiting list would otherwise put on hold: cooking, money, job readiness, fitness, art, and more. Anyone can follow along at home, at their own pace, on whatever device their family already has.

Real coaches. Real classmates. Happening in real time.
The day gets its shape back.

The outcomes
What changes for the people waiting.
These are the same outcome areas waiver services target, started years earlier. And because it's virtual, participation is measurable: your team can see enrollment, attendance, and engagement for every person, reportable from day one.
Daily living skills
Cooking, budgeting, self-care: skills that keep building at home instead of stalling on a list.
Communication & connection
Structured lessons plus daily social interaction. For a lot of people, the biggest change is having consistent meaningful interactions.
Employment readiness
Job development classes people can start years before a waiver slot would offer them.
Ready on day one
When a slot opens, people arrive with skills and routines intact — no years of regression to undo first.
The proof
This isn't a pilot.
Kibu already runs in day programs and residential settings across the country. When someone on your list eventually gets a placement, there's a good chance their provider is already using it. The wait and the waiver end up on the same platform.

The plan
Four steps. No new program office.
- 1
Pick a starting cohort
Rural counties are the natural RHTP fit. Expand later if it works.
- 2
Fund access per person
The state covers a simple subscription for each person in the cohort.
- 3
Enroll from the list you already hold
The state has every name and contact on file.
- 4
Get real numbers fast
Kibu can price a cohort in days, in time for this budget period.

A note from Daniel
I got into this industry to make an impact. Kibu gives you a way to offer people on the waitlist something real while they wait. “Not yet” doesn't have to be the whole answer anymore. If you'd like to talk through what this could look like in your state, my inbox and calendar are open.
